The CPI inflation calculator uses the Consumer Price Index for All Urban Consumers (CPI-U) U.S. city average series for all items, not seasonally adjusted. This data represents changes in the prices of all goods and services purchased for consumption by urban households.
Oakland inflation is almost certainly higher, but it may be more difficult to reliably calculate the equivalent amounts for comparing 2012 to 2017, 2017 to 2022, and 2012 to 2022.
